Just wondering, but if some country were dumb enough to send a nuke at the US (NK and China only two I can think of who might try) and the US reduced that country to nothingness with a massive nuclear retaliation...

The terrorists wouldn't care. They're too covert and hidden among the innocent to really worry about nukes. To them, death is the end of a mission, they'd probably see it as an act of war...

I meant that, if the USA glassed some nation, either the French/Germans would bitch or be scared straight. France isn't part of NATO anymore, is it?

That would be a bit nonsensical, no? France has the exact same rights/obligations as the other members. It's just outside the command structure. I don't know the details but that is what's implied by the distinction. France has limited rights and obligations thanks to that but I don't know the exact details.
