From a polsci ranting book I found on the net:
In exchange for Russian support for our violent seizure of all Middle East oil reserves, the United States would agree to support the USSR in a "pre-emptive nuclear strike" against targets in China, destroying at least 90 per cent of that nation's industrial capacity and reducing the population to a state of chaos, panic and famine for the next hundred years. This would end the Kremlin's worries about China, guarantee peace in Indochina for the foreseeable future, and insure a strong and friendly ally, in Japan, as kingpin of the East.
I wonder how much of this is true, and how much is anti-Nixonian ranting...

IIRC, the Russians did actually ask us at one point if we would mind
if the Soviet Union did a complete Pre-emptive Nuclear First Strike
on China...we of course said we'd mind :oops:

Talk about Cold War fever. Nuclear weapons in the amounts that Russia and the US has ensure absolute security from competing nation states ambitions on their own territory. Hence, China messes with Russia, China gets nuked. Simple.
