Georgia (Country threat level - 4): At 0600 local time on 18 August 2003, unidentified assailants attacked a high-voltage transmission line in western Georgia,
causing a countrywide power outage. The blackout stranded subway passengers in Tbilisi and severely disrupted public transportation throughout the country. By 2300 local time electrical service had been restored to the capital and most of the country.
