Putin Says Russia May Send Troops to Iraq

NOVO-OGARYOVO, Russia - President Vladimir Putin said Saturday that Russia does not rule out sending military personnel to Iraq but deploying troops is not on the agenda now.

He emphasized that the terms and timeline of an international force must be laid out by the U.N. Security Council, but said Russia does not oppose the United States' being in command of the peacekeeping force.

Putin spoke in an interview with U.S. media, including The Associated Press, at his residence outside Moscow.

I don't quite understand. How much control will this require for the U.S. to cede?

In terms of the United Nations?

We would probably keep overall military command, but you could kiss many of the exlusive oil and reconstruction contracts goodbye - i.e. most of the "spoils of war"; they'd fall under U.N. and then Iraqi provisional jurisdiction (if the Europeans don't press their own original pre-collapse claims, that is).

My feeling is that there is an expectation that the UN governs Iraq until such time as Iraq can do so itself. The US, by virtue of having the most troops, commands the troops in the country. Similar thing happned in East Timor after the militias were delt to.

Followed by "Full scale uprising against foreign troops underway in Iraq"

Russians are one thing we do not need when there is a chance of less then all out war shooting. Though I suppose its better then the suggestion they then peacekeepers to Afghanistan.
