And I salute wanting to actually try and rehabilitate prisoners (which is the kind of attitude more institutions should take), but if I was working in a maximum-security prison, I'd want a stab-proof vest, too.

Is Corrections canada State (government) run or is it privatized? If it is state-run, why the fuck do they call them guards? It is insulting. If they are state employees, the "guards" are really Corrections Officers. THey are just as much law enforcement as US state police and any other law agency. They even go to the same Acadamy. They are far from guards. Guards dont carry rpg's and assault rifles in lockers and have high level's of law enforcment training..
Corrections officers only get handcuffs, and in 99% of cases it's more than enough. Patrols are always done in pairs and there's several guys watching them on CCTV at all times. As soon as something starts going wrong you'll see tons of corrections officers converging on the scene to break things up.
In some rare cases they end up with a barricade situation, inmates will block themselves off somewhere and riot & cause shit. Then the officers will draw truncheons and other non-letal weapons (pepper spray, stunguns) to break up the prisoners and toss them into solitary. If that fails, and it rarely does, they call in a specially trained riot squad to beat the prisoners senseless before tossing them in solitary.
I know this because my police officer friend was a jail guard before he became a cop. The current system works. However it's an accident waiting to happen, and the only reason nobody's been killed yet is because our perps are generally not as psycho and violent as the ones in US jails. I suspect there's other reasons they're not allowed to have vests, costs and politics being among them.
