As for whether or not he stays in power, I think that really depends on wether is vast alliance of right-wingers and fundies remain on his side. You just never know.
Would/could the GOP front another candidate? If so, they'll probably leap on him and tear him to shreds. Effectively handing it to Kerry. If not, they might find some way to downplay the findings and over expose THE finding.

A more interesting idea is what if he knew of 9/11, let it happen, but tomorrow he finds WMD in Iraq. That would easily pull him into victory, simply because there are enough republicans out there that they will (erroneously) correlate Iraqi weapons programs with the attack on America.
However, if he does catch Osama, he wouldnt have enough support. Seeng as it would've been revealed Osama's plan would've failed without his neglegence.

Impeached with a republican controlled congress? I try to stay out of politics, but unless I'm mistaken, with Bush loyalists in congress, it's rather unlikely they'll get the votes required to throw him out.

Party discipline isn't that tight. For an example, look at how many Republican Senators broke ranks to attach an assault weapons ban amendment to the gun industry immunity bill that Bush made clear he wanted it with no amendments in no uncertain terms.
Nixon knew it was time to go when his own party abandoned him. If it comes out that Bush knew about 9/11 and allowed it to happen anyway, you'd be hard pressed to find a single Republican who wouldn't vote for articles of impeachment over the issue.

I'm sure that the capture of bin Laden would quickly be overshadowed by the news that the adminstration deliberately let 9/11 happen to advance their political agenda. I'd say a better question would be what would happen if that happened and the next day, the economy suddenly rebounded to it's highest levels ever and a peaceful situation occurs in Iraq.
In the case given, however, I'd say one of six things would happen:
1. Bush is dropped from the ticket and replaced with someone else, but the party's reputation is harmed. Kerry wins.
2. Bush is impeached, but not removed from office. Then, situations #1 or #4 occur.
3. Bush is impeached and removed from office. Cheney becomes president. Kerry wins.
4. Bush is allowed to run for a second term for some odd reason. Kerry wins with at least two-thirds of the popular vote.
5. Under the pressure, Bush resigns from office. Cheney becomes president. Kerry wins.
6. Bush is found dead days after the discovery. Cheney becomes president. Kerry wins.
My philosophy is that if Nixon was forced to resign from Watergate, there is no way Bush wouldn't feel such effects for doing something far more sinister.

In this situation, I would really like to think that Bush would be impeached. In fact, probably he would be, despite the frighteningly large number of rabid fundies who truly believe that 9/11 happened because God was punishing America for not making this country into a Bible-thumping theocracy and the George W. Bush is the general of the Lord's Army against the Evilutionist Conspiracy, etc etc etc. They'd never be convinced, but they would also be marginalized quickly.
At least that's probably how it would work in a not entirely stupid country. Hopefully the US isn't that far gone yet.
