Something like IrFanView. Only better. :) And hopefully free.

Don't you have a linux box laying around? If that is the case I recommend Eye Of Gnome . No editing capabilities whatsoever though, but you can use Gimp for that. And no automatic (as in image changes over time) slideshow features whatsoever. In fact, Irfanview is superior in every way, except for automatically attempting to reduce pixelation when zoomed in, and viewing an entire directory of images at a time. PixiePlus is also better, but it's KDE, which means massive memory usage, and the author has disappeared. What features are you looking for exactly?
