If you have a power supply with dual fans like the case that's way down below in the link above, does that significantly help make the computer cooler?

Yes, typically a dual-fan PSU (one sucking air into the PSU from inside the case, the other blowing air out the back) will perform better than a single-fan one in terms of airflow and thus cooling. You pay for that in the form of extra noise.
