I just found out about Multi Theft Auto: Codename Blue. Damn, that looks impressive! Full integration with VC, smooth gameplay, support for almost every feature of Vice City, support for mods, and many more scripting options for modding. *drool*

Third party. I'm guessing this version is an engine rewrite, as it's fully integrated with VC, with no external programs needed. The current version, on the other hand, is a spearate program that functions essentially llike a memory hack.
