Programs that enhance the quality of a picture, like they do on television and whatnot, I would really like to know what kind of programs these goverment and research institutions use

Well, there's a program that will take several similar frames of a video clip and combine them to generate more detail, but aside from that, I know of no way to magically create information where none is.
there´s a program calles s-spline (it´s been renamed to PhotoZoom now). i´ve not tried it myself but people from my uni apparantly work with it. according to them it you can make pictures 5 times larger without losing a significant portion of quality.
