This is caused by some nasty piece of shit that's forcibly closing programs that can clean it off. You'll have to boot into safe mode to clean it properly. Surprising that it takes over the Task Manager, though.
If it's 'good' enough to screw you over in Safe Mode, though, the only real option is to delete the culprit files through a bootdisk, then clean up with the normal cleaners after a reboot.
