Windows XP OEM Licencing for custom machines
The way I understand how OEM licencing works is that you can only get them with a new machine, a process that is usually governed by a retailer selling the OEM versions at the same time as the new PC. Now, if you're custom building a machine and if the process for acquiring an OEM licence is the same then how much of the new machine do you need to purchase before you qualify for OEM pricing?
Or is the process completely different for custom machines.

Does microsoft have their own policy regarding this or is it generally at the retailer's discretion?

Retailers, I think...as I recall, if I wanted to, I could purchase a copy of XP Pro OEM with something like a DVD drive or a video card from my local Microcenter.

Power cables, all the way.
S'what we sell with, if someone needs a copy. More, we discount the OS by the cost of the cable

Appreciate the answers guys. One of my local retailers got back to me.
"Hi Mark
Thanks for your enquiry
The following is from our NZ Microsoft contact and should answer your
question
----
OEM versions of Microsoft Windows may be sold with a non-peripheral piece of
computer hardware.A non-peripheral hardware component is essential to
running a PC and includes components such as; memory, internal drives, mice,
keyboards, power supplies/cords and internal devices.
OEM licensing must be purchased at the time of purchasing the required
hardware as above
Examples of components that are not considered essential are; scanners,
printers, cameras and external modems/networking devices.
