Not sure if this is the appropriate forum, but does anyone know of a program I can use to add text to a video that's in avi or mpeg format, like subtitles or something?

Neither AVI nor MPEG-1 support text tracks. The best you could do is use something like Premiere to add the text, but then you'd have to say goodbye to compression efficiency.

Let me rephrase: I would like it so I can put text onto a video file that would look like subtitles; it wouldn't have to actually function like a subtitle track would.

There are methods to put a subtitle track in AVIs, actually (in fact, there are not a few). Its one of the hacks added to AVI over the years.

As for actually putting text into the video stream, you'll need some sort of NLE like Vegas, Premiere or whatnot.

virtualdub lets you add subtitles to an avi file, though they'd be hard subs.
