Downloading Priviledges

Alrighty, here's my problem. A few weeks ago I found Netscape installed on my computer. I uninstalled it, wondering how the hell it got on here. Then today, I saw my sister's desktop. She had like, 3 Netscape installers on her desktop. She claims it wasn't her, so I need to know if it's possible something else installed it and downloaded it to her desktop, because me or my dad didn't save it there. Maybe some kind of spyware of adware I don't know about? And also, is it possible I could make it so my sister couldn't download .EXEs? I'm running Windows XP Pro, me and Dad have admin accounts, hers is limited. Any help would be nice. Thanks kids.

I guess this counts as necromancy, since it's not on the front page anymore, but it went and happened again. Is there any way to restrict her downloading privilges in Windows XP Pro? I'm using Firefox, if that helps. :?

Nope. In order to even view a webpage, you must download it to your computer. Images etc, all downloaded. Restricting her from downloading would only work by denying her access to the web (most likely not a viable solution).
Beware Windows. Linux Comes.

Yes, it most certainly is. There are spywares galour that do much the same.

That said, I doubt that it's the case here. Netspace wouldn't be the sort of thing that would be spread by malware. More likely she's using a program of some sort that adds the installer, there are programs like that which do so legitimately. Some sort of messanger perhaps?

Well, I figured there has to be some way to stop her from doing it. At school, we use Netscape because the school has blocked a lot of pages (including this one) when you use IE, but everything is alright if you use Netscape or Firefox. Unfortunately, they made it so if you start downloading Firefox, it kills the download before it really starts. I thought that maybe there's a way to configure Windows to stop some types of downloads?
