Sure some people might get psychological problems from cybernetics but some get them from watching pokemon, so in the grand scheme of things I'd say this "cybernetics causes you to go loco" is a brainbug.

I don't impose artificial penalties for cybernetics in my games. Cybernetics enhance performance, but are not a real substitute for true skill/talent.
In general cybernetics can imbalance a game if it's not designed to handle 'borged up character. CP2020 went completely of the wall. The basic cyber in the basic set was powerful. Then they made several supplements containing even more powerful cyberware.
