Werewolves rule in WoD if you're talking about the scenario of "wandering around the street, see another supernatural, throw down." The afformentioned mage would get his action to conjure silver bullets (if he was a moron and decided to stay and fight) and then get torn to pieces by the Werewolf's three or four actions of combat deathness.
However, since no respecting vamp or mage would fight under those circumstance unless they are supremely bad ass, they would retreat and prepare something nasty. In this area werewolves suck (with the exception of Shadow Lords and the occassional Glass Walker) and get owned by another supernatural (except if they know where a vamp sleeps and have enough muscle to take it out). In other words, they look really good on paper, but they aren't as bad ass as they might seem.

Depends on what you'd consider 'supremely bad ass...' The last one-on-one Vampire - Werewolf fight I judged at the game I work at saw a Toreador Neonate smoke the Rank 4 Sept Alpha (A Glass Walker) with no combat powers except Celerity 3.
