I'm after something that will allow me to do stuff like have a randomised wallpaper, possibly have fun little menus added etc, but most importantly is free and lacks malware/spyware...
Any recommendations?

I use Wallpaper Changer. Its a little old, and doesn't like network drives or large log in scripts, but it gets the job done in an office environment, and works flawlessly in a home environment. It has a lot of options for resizing wallpapers and changing background colors to best match a wallpaper. It change wallpapers randomly at startup, login and on a timer. It also supports multiple monitors, assuming you have your video drivers configured properly.
