They've been doing that for well over a year over here. Any time for the past year that I've purchased or asked about GameCube games they've asked if I wanted to get the new Zelda game. Asking a person who worked at GameStop, he says they're not taking any preorders on either the Wii or PS3 until they know exactly how many they're getting. That seems imminently reasonable. The manager, a friend of mine, explained the same thing to me, but without the guess part. Microsoft really didn't give them an idea of how many units they were going to get until the last minute and they had to tell a lot of people with preorders to wait until the third or fourth shipment, causing a lot of them to take their money elsewhere or get quite mad. GameStop's trying to avoid a similar blunder and they're waiting until they know all the details before starting preorders.
Software is a different matter, because there are virtually NEVER software shortages. You can already preorder a few Wii games. For some reason, Zelda: TP is not on the list yet.
