Runas can be used from the command prompt as well... (Surprisingly, the command is "runas" )

More legit is window's lack of SUID or better, a GUI sudo that could be written into a shortcut.
From what I've heard, Vista does not support symlink creations w/o admin and applications must be written to support them- is this true/

You can do a runas on shortcuts.. I do it all the time...
With shortcuts you can also set it to "always run as another user" will will bring up a prompt to just run as current user, or the option to runas another user.

I never had significant problems with ME until my computer aged and had some physical problems (HD damage due to being moved 4 times per year).
