It's a fan game, by definition he's violating copyright pretty heavily. But from that thread he's saying it's 'not a mod'... seems a little excessive to make a whole new game for a thing that'll be cease and desist'd as soon as Lucasarts hears about it.

I gave it a try, but I couldn't keep up with the AI (it's a very fast game - or maybe I'm just getting too old for this shit). I couldn't scroll down for a reason (unless I used the map), so it wasn't practical to play for me.

at first i thought it was an EaW mod, but it looks almost like it's using the same engine as Battleshipsforever
If a black-hawk flies over a light show and is not harmed, does that make it immune to lasers?

I thought that the AI was a little too fast to. Tried it... damn the AI throws big stuff fast, even on the easy difficulties...
I tried building up like the AI does, throwing out tons of resource gatherers at the same time, and I still get swamped by BIG enemy ships before I've got my third mid-level one out. I simply cannot win a skirmish game without severely restricting the money and unit cap of the AI... which is silly.

The AI needs major improvement. But it is still a fun game.
