I need an application to be able to edit PDF files which will allow:
1) Deleting pages
2) Adding pages from another PDF (or merging two PDFs)
3) Changing page order
4) Rotating pages (less critical)
Acrobat does all of this, but it also has a lot of other features which I don't need (I don't need to convert files to PDF, or edit the pages themselves, for instance) and is far too expensive.
Any suggestions?

Kind of a shot in the dark, but I use foxit reader and my understanding is you can purchase specific plugins for only the editing functions you want.

Foxit's PDF editor is "only" $90, which is at least better then $450 for the full version of Adobe Acrobat.

This is the one you want. My wife's been using one commercially for professional editing. Mainly for reviewing/proofreading, but it covers all the basics and is very user friendly too.

PDF Architect / PDF Creator could probably do what you need. You can find them from www.pdfforge.org
Remember to use custom installation and exclude the toolbar it offers as a side dish. You could also try Scribus (http://www.scribus.net/canvas/Scribus), but that may well be too heavy duty for your needs.

Scribus is a free counterpart to InDesign, so unless you are doing publishing jobs (books/magazines etc.) then you don't need to concern yourself with it.
I find it's interface very clunky, although it's main strength is that it's free, similarly to Gimp.
