Editing Arcade ROMs

Alright guys, what is the best arcade editing program? Specifically, one that can edit games like Mortal Kombat. I'm trying to create a make a better Mortal Kombat Trilogy, one that uses the MKII game engine and gives bosses fatalities.

Good luck. That stuff is probably written in assembly for some custom processor.

Good; I was under the impression that you thought that a seperate processor to run the ROM, and I somewhat sarcastically suggested that you use MAME to get MK running. Anyways, you're saying that it's hard as fuck to reprogram it? Nuts, I really wanted to create a better MK Trlilogy. Oh well, thanks for you time.

Edit: Unlocked after clarification that he owns the arcade itself, thus likely enabling 'fair use'.

It's alot easier to own the game than most people think, and get it for cheap, too. Look on Ebay for the circuit boards; they can run for twenty dollars sometimes. BTW, thank you for unlocking this Lagomonster; however, I think that you can lock this up again. I did get my answer about editing the ROM; too hard and it's not really worth the effort for me. I just wanted Lagomonster (and everyone else) to know that ROMs are legal under certain situations.
