Section One:
Mutual Defense.
It is hereby resolved by our peoples to engage in a treaty of mutual defense in all aspects, and that we shall agree to come to each other's aide in time of war and crisis and stand by each other until victory is successfully won or until a peace is made that is favourable to both parties of the treaty.
This section of the treaty shall be activated when either the Robotech Merchantile Empire, in it's entirety, or the Boyd Collective, in it's entirety, is attacked. These include extra-galactic holdings that can be easily accessed by ship from the galaxy in which the signing of this treaty takes place. This treaty will also pertain to an attack upon the corportion of HIDE, in which the Boyd Collective has a controlling interest.
Such an attack shall be defined as any act of Casus Belli, or an act which is sufficient pretext for a declaration of war, and will include agressive actions by national fleets and ground/air forces or non-national military fleets/forces, acts of terror against the civilian populace or civilian infrastructure by foreign nationals and extra-nationals, acts against military targets by asymmetrical threats, and any other such offensive threats against either nation.
However, the treaty will of course not provide protection against the retaliation of powers to agressive acts by either the Robotech Merchantile Empire or the Boyd Collective, as long as those powers follow the proper form of interstellar law, behaving as civilized nations, and declare war first. This is to prevent uncivilized nations from attempting to use events that happened centuries prior as an excuse to keep one ally from aiding the other, or as legal pretext to support their attack among the galactic community of nations, and also to in general condemn the actions of terrorists in all forms.
When the Two Powers are both mutually at war under the above terms against an agressive enemy, they shall coordinate their efforts at the highest levels. It is the proposal of this treaty to establish an Operational Planning & Command Center (OP&CC) on the double planet of Aragon and Castille within the Robotech Merchantile Empire's territory close to the nearest border with the Boyd Collective. From the proposed facility, jointly staffed and operated by both powers but defended entirely by the Boyd Collective, all Mutual Defensive Operations could be directed for the greatest efficiency.
Section Two:
Technology Exchange.
Technology shall be exchanged in the following fashion, so that the Boyd Collective and the Robotech Merchantile Empire may benefit from each other's respective knowledge and abilities in the fields of science in which they are skilled.
The Boyd Collective will provide to the Robotech Merchantile Empire the data, prototypes, and functioning models of Hypershields in particular, and these Hypershields shall include examples of all sizes, suitable for installation on any starship, base, or other facility or stellar body that the Boyd Collective has the technology to currently place one one.
Reactor power plants of high-end military grade, base types, civilian types, and power plant types for large civilian cities will be of the next types of technology. The technology here will be largely of the type that would consist of the data to assist our research programmes and some prototypes.
These will be further augmented by the addition of all technologies in the Boyd Collective that involve the enhancement of the efficiency of current reactor designs of any type and the further enhancement and efficiency of power transfer and and maintainence of good and safe, efficient power transfer conduits in general through warships in particular.
Finally, we will receive all data on anti-matter weaponry that the Boyd Collective has, in addition to examples of all anti-matter weapons that they currently have in their inventory, including those previously in their inventories and captured foreign examples in addition to current weapons.
This data and these examples should be sufficient to allow the Robotech Merchantile Empire to begin production of such equipment as they wish, or variants thereof.
In exchange for this, the Robotech Merchantile Empire shall provide the Boyd Collective with all data and examples of technology pertaining to it's C3 systems and Sensor and Jamming systems in full, allowing so that the Boyd Collective may begin copying such technology or producing variants thereof.
Furthermore, data on the Fold-drive and Gravitic-drives of the Robotech Merchantile Empire shall be provided to the Boyd Collective, along with data on the construction of these engines and examples and prototypes of these engines so that replication of such engines in as short a period of time is as possible.
It is the requirement of this treaty that all these technology transfers are conducted within two weeks of the signing of the treaty, and not later than that.
Section Three:
The Status of Optera Prime and the Protoculture Monopoly.
It is resolved here that the Robotech Merchantile Empire will agree to pay the GPF for possession of Optera Prime and a twenty-five lightyear defensive zone around the system of Tzuptum that contains it, non-negotiable in size. All planets in that zone which are developing in nature and their solar systems will be left untouched, the Robotech Merchantile Empire following the GPF's 'Exclusion Zone' policies for them.
We believe that this agreement will resolve the territorial issues with the GPF in full. For mediating the cost of payment for Optera Prime and the twenty-five lightyear defensive zone around the Tzuptum system, we will allow the Boyd Collective to negotiate with the GPF in good faith and shall pay the cost to the GPF that they agree upon.
As a futher part of this agreement with the GPF, they would be required to agree not to sell Protoculture, The Flower of Life, or the fertile or infertile seeds of The Flower of Life to any power except for HIDE, The Robotech Merchantile Empire, and the Boyd Collective.
The same would apply to any research into Protoculture or the Flower of Life that they perform, and all their technology that uses Protoculture, being limited to their own use and being sold to HIDE, The Robotech Merchantile Empire, and the Boyd Collective.
There would be an exception to this, however. The NOFR is the only other Protoculture possessing power except for the GPF, Robotech Merchantile Empire, and Boyd Collective along with it's subsidiary corporation HIDE.
Therefore, if the NOFR agrees to pay a yearly Tariff on Protoculture use, to be agreed to in later negotiations which shall be mediated by the Boyd Collective, then the GPF may also trade in Protoculture and The Flower of Life, Protoculture/Flower of Life research, and Protoculture Technology to the NOFR.
This brings us to the NOFR, of course. The NOFR will be allowed to retain Protoculture technology if they agree to pay a yearly Tariff on Protoculture use and possession, and will hence be also allowed to trade freely with the other Protoculture powers. The Boyd Collective agrees fully with this stance on the matter of the NOFR's possession of Protoculture, and will mediate the negotiations to insure that a fair Tariff price is met.
The existence of a Tariff in exchange for the use of Protoculture is not negotiable, and such stance is fully supported by the Boyd Collective, which believes that payment for the use of Protoculture by the NOFR is rightful and correct. However, the exact amount of this Tariff will be subject to discussions and negotiations between the NOFR and Robotech Merchantile Empire, to be mediated by the Boyd Collective as noted.
In regards to HIDE, it shall be grandfathered in with the use of Protoculture by the Boyd Collective as an ally of the Robotech Merchantile Empire as long as it remains under the ownership of the Boyd Collective, and the Boyd Collective agrees that if it intends to sell it's controlling interest that the initial offer shall be made at first to the Robotech Merchantile Empire, and only after first consulting with the Robotech Merchantile Empire, to insure that Protoculture is not further spread into the galaxy at large.
Section Four:
The purchase of ships by the Robotech Merchantile Empire from the HIDE Company:
In regards to the purchase of warships from the HIDE Company by the Robotech Merchantile Empire, the Robotech Merchantile Empire shall, as part of this agreement, purchase a total of 14% of their current annual ship production in numbers from HIDE. As that annual ship production shall continue, the percentage will go down when those purchased from HIDE are factored in; pre-purchase levels are hence only counted.
This number corresponds with the amount of our warship production that goes to the fleets protecting the Motherships of the Robotech Masters and the Tirolian Border Fleet as well, along with Special Forces fleets. All other production of warships of course is detailed to the Zentraedi Armada, which is naturally not suited to receiving ships designed for human-sized beings.
The ships shall consist of seven thousand six hundred and twenty capital starships of smaller type, nineteen thousand six hundred and seventy-four capital ships of medium type, and fifteen thousand three hundred eighty-two capital ships of large type.
The specific classes of the ships shall be determined at a later date.
The purchase of these ships shall be worked out, and construction and delivery shall begun on the numbers that are set above during FYRT-692. The commitment is indefinite, proceeding at the same numbers, over each Fiscal Year, though the types of ships may vary as per the needs of the Robotech Merchantile Empire.
As part of this agreement, the Boyd Collective agrees to cancel all pending negotiations to sell its controlling interest in HIDE to the URT and to retain the HIDE Company indefinitely, with additional details as explained in Section Three, Paragraph Nine of this treaty.
Section Five:
Regarding the Kzin threat to Civilized Nations:
It is hereby agreed that the Kzin species represents a threat to all civilized species and nations until such time as it is disarmed or driven from this galaxy. Therefore, the Boyd Collective and the Robotech Merchantile Empire agree that the defensive portion of this treaty should apply retroactively to the Kzin attack on Robotech Merchantile Empire military forces over Optera Prime, hence meaning that said attack was Casus Belli against both the Robotech Merchantile Empire and the Boyd Collective by the Kzin and that a State of War now exists between the Robotech Merchantile Empire and the Boyd Collective and the Kzin on the other.
Because intercepts have stated beyond reasonable doubt became Kzin forces that their intent is no less than the total extermination of all clone races, this is a vital war of nation survival for both the Boyd Collective and the Robotech Merchantile Empire, and we ask all civilized nations, peoples, and races, to join us in defending against such uncivilized barbarians and superstitious peoples as the Kzin who do not recognize the right of clones and clone civilizations to exist and attempt to engage in acts of genocide based on these unethical beliefs.
The stated war aims of the Boyd Collective and the Robotech Merchantile Empire are to attempt to contain the Kzin to regions of space around their entry points into this galaxy to prevent the war from beginning general or reaching population centers where the Kzin would surely commit acts of Mass Murder, and then to either force the Kzin out of this galaxy, or if that is impossible, to defeat their military forces and systematically disarm them.
We again ask all civilized nations, peoples, and races to join us and to coordinate with us in this effort against the Kzin, as it is vital for peace and stability in the galaxy. We thank you all for the solidarity you have already shown.
Section Six:
Regarding the Vengeful Hegemony of Romulan Wrath/Romulan Star Empire and the final disposition of that body:
The Vengeful Hegemony of Romulan Wrath and Romulan Star Empire is considered a "Rogue Nation" by the civilized states of the Galactic Community. The Robotech Merchantile Empire has offered them Self-Governing Protectorate Status in a generous attempt to protect them from the retribution of the galaxy at large, but they have been silent on the matter.
The Boyd Collective and the Robotech Merchantile Empire have agreed, at the suggestion of the Boyd Collective, that to maintain the galactic balance of power, the long term annexation of the Vengeful Hegemony of Romulan Wrath and the Romulan Star Empire should be undertaken by the Robotech Merchantile Empire, as the Boyd Collective feels that the VHRW/RSE in the hands of the UTR, the balance of galactic power would be unduly upset.
Therefore, the Robotech Merchantile Empire again extends the offer of Self-Governing Protectorate Status to the Vengeful Hegemony of Romulan Wrath/Romulan Star Empire. The Boyd Collective fully supports the annexation of the VHRW/RSE by the Robotech Merchantile Empire by any means, however, the Robotech Merchantile Empire feels that in this case it would like a peaceful merger where the Romulans maintain the full rights of Merchantile Empire citizens, and never have to face war.
The social institutions of the Romulan government could remain intact, and the military could also remain intact as a defensive force, with foreign policy of course being handled purely by the Robotech Merchantile Empire, and the Lords Lieutenant of a Governor Triumvirate overseeing the government to make sure all went smoothly. The Robotech Merthanile Empire advises that the Romulans should accept this; though the Boyd Collective cannot annex the territory of the VHRW to maintain the balance of power with the Star Kingdom of Serenity, their military forces are prepared to assist the Robotech Merchantile Empire in annexing the VHRW/RSE into the Robotech Merchantile Empire, and so these terms will not improve.

..So, trying to get a lasting STGOD going here? My advice is to try and restart the original STGOD, which had certain qualities which seemed to make it particularly long-lasting. Though I might consider something else of the right sort, as well.
