You need Linux or some varient of BSD/Unix to run it, but I found this ridiculously fast browser called Dillo. The thing's rendering code is very antiquated, but loads up pages at speeds that would make Firebird blush.
No plugin support, probably no JavaScript or Java either.
Sure, it's kinda broken. But for some browsing it just rocks.

I've heard the W3C Maya browser is fast, though there are some quirks like having to doubleclick links.
