making a good SC4 city

I've made some cities with SC4, I wonder just how to get a city with no industry, I wondered if I could make 3 cities surrounding a pure industrial city with a highway and railroad going to it from each of the 3 cities The problem is you can't really make a pure industry city, the residential and industrial are like a see-saw, if you start the city, make a ton of industry, the industry demand will go negative and you'll have to make residential to get the demand up again. I'd be willing to make a slum town like it like someone here was saying, just if there's too much pollution all the residents will move out and the city will fall apart, putting you way in debt, etc.
