I need a video editing program that does this job

A program that can not only extract a video segment but also extract the audio only and put it in a wav or mp3 format.

Is there a program that does this?

Try VirtualDub. It can separate a segment of audio IIRC.

Soundforge can, but that's primarily a sound editor (but it can open AVI's, at least, at get the audio off of there). Premiere can do it, too.
