Reminds me, them greeks had practically no armour, just shields, and helmets, shin gaurds etc. Breast plates existed, but they weren't used. Slowed men down too much. It's a thought, coustomize groundforces, with level of body armour, shields, and weapons, when Fire arms get here, it makes no sense to slow them down/increase expenses so even helmet's disappear until WWI when artillery becomes more common.

I think resource management might take a huge cue from a rather underrated game: Imeprialism. Sure its old (and Imperialism 2 was mediocre at best) but the concept of trade inside its system was excellent. The establishment of factories to process raw materials harvested in colonies or at home then sold abroad for the profit needed to run the empire is excellent. Implemented on the Civ-style format it might be interesting to see various cities add resources to the pile as well as adding to the available labor pool and the factory capacity to churn out finished goods. I think a system which integrates Imperialsim-style resource management with Civ2 style warfare, Civ3 warfare support, and a robust diplomatic engine cuold be a real hit. Now so long as they never screw up combat like the original Call To Power (where my Fusion Tank could lose to a few archers) I'll probably buy it anyway.

MOM = Master of Magic. A Civ style fantasy strategy game.
Tactical Combat on a extra screen. The units have several
special attributes. e.g. first strike, weapon immunity ,
large shields. They also get HP, attack, defense and resistance
attributes. Stacks contain up to 9 units in MOM. This system
could be ajusted to work with Civ. Tanks would get some kind
of weapon immunity under this system. A spearmen is unable
to damage a tank under this system.

I actually made sugglestions to the original list.

It is >300 pages long.....so almost all bases are covered..... from tweeks to make Civ into EU2 or beyond.....
