Several problems arise with your analysis:
1. You do not have a timeframe to work from. This murders the speed requirements you've given. For all you know, the station completed a revolution during the course of the decay
2. You are not factoring in the chaos of the situation, of rescue crews trying to save people on the station instead of restoring orbit, of the debris from the explosion making actually getting to the station to help very difficult. Of not knowing where the station would crash, so as to evacuate the crash site.
3. I still don't see where in Thirdfain's post that he specifically said that the station hit the city it was orbiting over. It's a freaking planet, and one which can be reasonably assumed has several major cities.
I wonder...where was this vigor and furor when Alyrium tried to tell everyone that his Arcane Warships could not coast when contained in a Prismatic Sphere?
