Respectfully, perhaps their growing paranoia has gotten the better of them. Certainly their coup of a while back indicates they are changing and perhaps not for the better.
We will no provoke them, but we regard this is most seriously given their penchant for unilateral and precipitous action.

Te KSE has laid the keels for twenty five of the new Argo-class battlecruisers after the compltetion of the first phase of the naval build up. Construction is expected to take anywhere from six months to a year and a half

Every scope on Terra could see it- the Cluster of Zarathrustra had become a hive of frantic activity. Transports, laden with the citizens of dozens of nations, left for their home ports. The grav-wheels, home to the casinos, hotels, and tourist facilities which Terran tourists enjoyed, were closed down. Military vessels kept foreign vessels at a respectful distance.
The Cluster's individual subclusters- mobile industrial parks, mining facilities, food factories, were ringed in heavy foamed steel nets, linked together and outfitted with FTL structures. Huge passenger liners, gutted and rebuilt, moved about the cluster, linking up, decoupling, and dissappearing into FTL.
In the Alpha Centauri system, the Womb's huge military construction projects groaned to a halt. Similar activity continued unabated across Kharam.
In the Taiga system, Slavic traders were shocked to find their vessels turned back from the Clusters they had traded at for years. It was odd, they said, as they returned to their homes, it appeared almost as if the Cluster was smaller.
In the Mohaim system, activity continued as normal. Foreign trading vessels docked at Mohaim, good flowed as usual. It was as if nothing had changed.
In the system of Durandel, a stream of Floater vessels headed back for Zarathrustra and Kharam. Not all left- large numb ers remained, in teh fledgling Clusters in the sustem's Oort cloud.

The past few years had been difficult and frustrating for Skaven naval procurement. The opening of interstellar trade had created seemingly limitless economic opportunity. It had also created what a seemingly limitless demand for large freighters. The Emperor, in his Great and Infinite Wisdom, devoted nearly all naval shipyard capacity to building civilian cargo ships. The profits were astonishing, greater sums than thought possible. But as the Imperial coffers swelled the navy was neglected. As foreign fleets loomed ever stronger and more powerful the Skaven fleet barely maintained its numbers.
The present state of the fleet could not be allowed to continue. Greater wealth attracted greater threats, which needed greater force to protect them. Yet the big Imperial yards were filled with cargo ships. Sufficient battlecruisers and carriers simply could not be built. Surprisingly, the solution already existed.
The Bassinet class had by that time been in service for a few years. Its modest initial production runs performed well, showing their competence against pirates and other such nuisances. The ships could be fitted with warp engines, and could serve well enough in lieu of bigger ships against the usual threats at least. Light craft that they were, they stood little chance in large fleet engagements, but that was what allies were for. Most importantly, the ship was small. Unlike heavy capital ships it could be produced in lesser shipyards. With the trade income the Empire with making they could even hire out clan yards to further increase production. Thirteen thirteens could be made in a year easily enough. It would not be enough to compete with the grandiose fleets of others, but it would at least be adequate.

Due to reasons of security, our brothers and sisters have requested that we keep their actvities generaly secret, at least for the next month, after which all will be revealed.
Suffice to say, the majority of our people have decided to more fully embrace the Peace of the Void. Those who dissent against this move are returning to Mohaim and Durandel. For all intents and purposes, the United Floater Republics no longer exist. Only Mohaim is maintaining it's links to mainstream society.

The Republic of Mohaim will take up the banner of the former UFR, and will continue to honor all of the UFR's agreements. We have around a third of the URN's ships, but we only have five Military Clusters, and limited ship construction facilities.
We would propose this to the ITA:
Mohaimese warships will act as the military arm of the ITASF. Our vessels are largely modern craft, and we have made arrangements to install DE-built shield generators on our capital ships. In exchange, we would ask for ITA funding, and would request donations from ITA members to provide basing and maintenance facilities across known space for ITA and ITASF ships.
