Magic item creation tends to happen during down time in my campaigns. People visit their home towns, relax and enjoy their wealth for a bit, and the mage cranks out some goodies. As for magic item stores, depends on the campaign.

In the DMG guide lines there is a rediculous amount of magic items for sale in a major city, to the point of there must be a cabal of wizards spending their time binding efreets for wishes.

That aside if a wizard stays ~2 levels behind he can basicly double the wealth of the party due to him getting more EXP per encounter of the rest of them.

Which is why most DMs throw that guideline out and use it for mundane items only.

There's ways to reconcile it.. Private collectors, wizard festivals, and so forth.. But it's such a ridiculous situation that most folks ignore it.

I don't even think private collectors and wizard festivals can reconcile it. The only thing that could possibly reconcile it is a group of liches that sit on their ass binding effreets for wishes, and using one of those wishes for a scroll of gate where they summon more effreets. IIRC the DMG guidelines had several thousand of each item.
