"Back in?" Region coding has always been on the Wii, and following an initial miscommunication, Nintendo made it clear that it would be present before the system was released.

Handhelds are different: they almost never have region coding. The PSP doesn't and none of the Game Boys or DSs ever have.

I'd never heard of the lack of it on handhelds prior, so the lack of it on the DS made me hopeful... Guess that's what I get for going optimistic...
