Because Bans are soft-law. If Japan, Norway or other whaling nations dont like the ban they can just withdraw from the IWC, or ignore the ban. The UN can barely be persuaded to stop genocide in Africa, and even when they can be they either A) impose asinine ROE such that UN troops are ineffective or B) Allow for the exclusive use of AU troops, who are almost as bad as those committing the genocide.Sarevok wrote:Why would force even be used ?
If goverments take interest they will just slap a legal ban on killing whales. As for eco pirates if they are serious about this. they will need planeeter rings to summon Captain planet.
So forgive me if I am not optimistic about the actions of governments to stop whaling.
