Except he totally pronounces it incorrectly like a tool- Vae Victus means gibberish. It's Vae Victis, or Victo, or Victae, depending upon the gender and number of people- never, unfortunately, -us despite the stereotype of Latin. Honestly, when it comes to video game dialogue, delivery is almost certainly most important, because the lines themselves are almost certainly bullshit. It's like how every line in Devil May Cry 4 is pretty stupid as written, but the voice actors manage to make it less offensive. Pretty much everything Nero says is faux teenage macho bullshit but is pretty well delivered.
