2: Be assigned a home star system, homeworld, in a 'galaxy' of a thousand or so stars
3: Have control of a ship that you can take to other star systems.
That's it to start. That requires a pretty fair amount of work already (aside from the stuff I have my own libraries for IE account creation), mostly I'm thinking about how to best handle 'Fog of War' and other display issues.
