Basically you need to have enough familiarity with the universe to manage a nation in it.

If you want to go with some one, I'd be willing to allow the Asgard and Midgard to be substantial powers. On the map they're at as least large as the Andies and the Asgard in particular have a junction with no less than three wormholes.
So in short, I have no problem at all with you having one of them at least on a rough par with the Andies.
