Both those suggestions need other equipment. We're not equipped with such tools because it is not our job to fix problems such as that

Now, to prove i'm not a troll, i'm not going to argue anymore.. call me stupid, silly, misinformed, or a troll: i was just pointing out the flaws of SP2.

Those files would have been easily recoverable with about 30-40 seconds worth of work. Of all the problems sp2 has been said to cause, nuking the drive is not one of them, and if it doesnt nuke the driev you can recover the files.
To be fair, '30-40 seconds of work' expands to about 30-40 minutes of hard slog if you're trying to do it over the phone with someone who can just about use Word. Which is 99% of the population of the world.

Hell, I've had to take 30 minutes to painstakingly explain how to back up and restore OE's .dbx files before, and that's just a case of navigating Explorer (most Windows users don't actually know how to do this, I'm not talking about the real idiots here, I'm talking average user ability).

It's never the only solution to format and reinstall, but from a phone tech point of view, anything else is impractical, and usually requires the end user to go away and obtain tools that they don't already have.
