Technically, they are two separate factions. Kroot Mercs are a perfectly legit armylist.

Neat. I <3 the Tau. But I had this odd idea of being able to play as the Adeptus Sororitas.

The system from Emperor: Battle for Dune would do well for Dawn of War. You chose a main army, and you also chose an additional faction to add a few gravy units.

IG could attach Assassins and Inquisitors, Chaos could have different devotions, and maybe everyone could take Kroot mercs.

Ah, Generals: Zero Hour had something like that and I agree that DoW's practically begging for it.
