Indeed, you have the largest population and industry. Hm,hm... I'd say that SD.net should be Leninist. Medium left (what naive conservative hasn't been grilled to a crisp when spouting off the pparty line here), highly authoritarian (the admins are active, and usually anyone who antagonises the staff gets banned immediately). Which fits, I'd think.
As far as Research teams, the HAB should be a powerful one, specializes in Armour, of course. The Warwolves could focus on Infantry and Land Doctrines, as could the Mess, and as far as other stuff... Just use skilled posters and assume they get their own cadre of Igor-like servants.
SD having the highest infrastructure and IC per province makes sense, and perhaps the best tech as well. DS would obviously get extra bonuses to re-org and strength, as mentioned, while SB should be the largest, with the largest military and most rounded-out tech-list.
