I propose that your marines conduct a landing against Kokand ground forces for a force on force exercise, with the objective of overwhelming them to seize a "key installation." The fleets will fight above them.
Live fire training can be conducted before and after the main force on force exercise.

You can use the PIR's mining colony G-3 if you wish. Recently a revolt had to be put down there and so the mine is currently kind of undercrewed.
