Growing tree's suitable of warship construction takes many decades so its really a matter of once you cut everything down you've got to find a new source, no one at this time was growing more on the land they had. The Republic of Austs is a relatively new nation-at-arms that has appeared in the last hundred years.
It is a Republic in the sense that it's chief executive(identified by the moniker 'de Austs') is elected by a body known as the Austimags. The Austimags handle domestic and economic policy- with input from de Austs, of course. They also approve treaties, which the de Austs first draws up.
There are no more than 25 Austimags at any one time- one for every 25 districts in the Republic. There can never be more than 25 districts, but the current Lord de Austs can redraw the districts at any times, provided it is approved by more than 20% of the Austimags.
The Austimags are the wealthiest people in their district. Two things keep the Austimags from degenerating into family-dominated politics- the ability of the Lord de Austs to redraw the districts, and a uniquely Aus law that requires no less than 45% of an individual's wealth to be given to the State at the time of his death.
The Lord de Austs holds office for 5 year terms; he has unlimited terms, but they cannot be consequetive. The Lord de Austs is the supreme commander of Aus military forces; they report directly to him. This is a powerful tool, but the 25 districts boast reserve militias that can reinforce the homeland behind a vast array of strengthened bunkers and trenches.
The Aus military is drilled daily. This ensures that, not only do they operate at peak efficiency, but much of the Lord de Austs time is eaten up by manuevers and excercises that he must preform with the army on certain occasions.
Austs itself is tightly contained; it is capable of feeding it's small population adequetly, but most of that population is cloistered in several very large, tightly regulated inland cities.

Needs more minor islands, my power should have some in both halves of the Mediterranean for example. Its back-story involves an abandonment of continental ambitions in favor of dominance at sea and as a result it would have captured such things.
I suggest Tunis, Tripoli, Derna and Algiers as pirate city-states.
