Hate to break it to you Spyder but I cared dick all about the UTO one way or the other. The Asgard were self sufficient so trade was never that big a deal to them one way or the other. You have to remember they'd spent the last century or so running everyone out of town as it were.
As for comprising the security of New Tortuga, by the time the deal was worked out that wasn't a concern. I wouldn't have had any real need for that base because it would have been something done post war. And besides, the base wouldn't have been on New Tortuga itself but rather another body in-system any ways.
