Small arms fire... they are designed to provide protectin from gang warfre and the like.
In our country, if you have a no-trespassing sign... you can kill intruders. It has friend/foe recognition. Cops and the like are recognized by the computer as friendlly. So are small children unless the scanners detect weapons. Missionaries may or may not be authorized, and any visitor can request passage via a comm box.
Buyer beware. Needless to say when someone buys they certify in writing it is legal. And anything that is not is removed from the package and the price reduced accordingly.

Stormbringer, those stations were going to the Psilons anyway, but the contract was canceled by them suddenly dropping out of sight. I've got maybe three or four (I'll have to read the specifics of the deal) for sale, and once they're gone I'm not building more for latecomers. The sale is just an attempt by the company to recoup the losses of building those suckers and then getting stiffed; this isn't a large-scale thing.

To be fair, the rich 25-30% of the population in Zimbabwe frequently uses such things for their mansions to keep out the riffraff. Of course, by things time you've already scaled the walls, so it's your own fault if you fall prey to their heat sensing gun turrets. Or at least that’s how it was explained to me. Of course Zimbabwe has some pretty fucked up economics which I won't even get into; needless to say, it's not a good system to model your galactic empire after.

Frankly, there's no way your scientists could have observed, designed, and constructed 14 supercapital ships based on the Destiny of Man design in only 6 months.

OK I will rewrite it, however I have been hitting the rules since I started here and I don't want to edit my OOB another 18 times. Can somebody give me a list of production speeds-ship design rules and so on.

Frankly, aside from a general tech level there are no hard and fast rules. The best way to do it is simply to take a common sense approach to it. If you're going to have counter tactics, it would be wise to have that be plausible in game. As for design, keep in mind that quantity is inverse to capability.
The building rates are some what dependant but most people can complete a capital warship in about three to four months. Of course the superpowers of the game can right now build more of them at a time though.

Well the ousters were able to build a 4th war cluster, which includes 2 super capital ships. That is an amazing rate, and can only be maintained because of their ever expanding empire and zealous mining habits.
RIght, the numbers were OK. 24 supercaps will leave you with a larger fleet of considerably weaker main combatants, but you;ll still be competitive thanks to numbers.
Basic production speed, for a power which has done some expanding and is on a war footing, is around a 20% increase in fleet size every 5-6 months. Bigger powers, such as the Oustes or the Monacorans, can produce closer to 30% fleet size increases in the same amount of time; of course, wartime measures can increase building speed at the expense of money for the public.
ship design, well, anything goes- but there are few capital ships larger than 3 miles in length. A basic rule-of-thumb is that supercaps are 5-3 kilometers in length, cruisers are 1-2 kilometers in length, and escorts are <1000 meters in length.
