We have reason to be wary. The wars between our nations were long ago, yet many still remember. And we hear whispering of an alliance against the Jihad in the South. The allaince you speak is one that we have heard about but not fully decided upon, and it is for defense only.

As for the movement restrictions, how large a tax?

And if you lift some of these restrictions such as the tax, we will offer a place of sanctuary to your civilains in case you ever are invaded.

The numbers on taxes are enclosed in this document [see ooc thread], and they will remain. Although your offer of refuge in the anticipation of the destruction of a nation you profess to seek peace with is... appreciated... we decline. The price is set at what it is, and you may choose to pass through our borders for that price or you may not. As to your relationship with Illian, it is difficult to tell at this point what your intentions are, and I trust you will forgive us if we err on the side of caution. Again, if you prove trustworthy, the provisions of this statue shall be reviewed.

The jihad have made an impressive number of enemies on the Mediterranean seaboard, and in the event of a war with them we do not doubt our victory, particularly if we were to gain your assistance. The provision of the treaty would simply be that we would each agree to defend the other in the event of an attack. As an attack upon your territory appears much less likely than upon ours, the Confederation would also be not averse to compensating you in other arenas. For example, the City Councils of Valencia and Cartaga could be persuaded to offer certain concessions to your merchants there.

Should a war actually begin, there would also be a number of possible additions determing the distribution of territorial gain. We can reasonably expect that our own armies and navies would shoulder the brunt of the effort and it would thus be only natural that we also gain the most from the conclusion of the war. Provided that it is understood that this deal applies only to the Jihad for the time being then this deal is acceptable.

The exact committment of forces would of course be suject to the demands at the time of course. However we do not wish to see out forces discounted.

The Alidrial accept your offer of arranging an exchange of ministers and for permanent enclaves in our respective cities to be erected. It is our hope that as time progresses and our peoples learn more about the other, our alliance will develop stronger and deeper ties.

Your naval assistance against the Jihad should it prove necessary will be greatly appreciated. Our own navy while capable, is no match for the numbers which the Jihad appears to be capable of fielding. I am certain that we will manage to come to an agreement that will satisfy both sides in this matter.

I oppose completely any attempts to tun the Baltic into an armed military camp, in which our trading partners look in fear at the combined strength of the Sea's largest powers.

The Sea must be a place of peace. Balance, the Virtue of the Sea Mother, can not be broken.
