Marxis glanced at the news. As expected, the Centauri further isolated the Dilgar, pushing through economic and trade sanctions through back channels. Fools. The Dilgar, as expected, had replied by offering their emergency reserve for the warships, perhaps convinced the galaxy was against them. This quarter's dividend statement would be the largest in Corporate Sector history.

Strangely enough, the Minbari were one of the only major powers still trading with Marxis. Marxis had offered to sell his remaining heavy baseships to the Minbari, but no reply had come. The Minbari it seemed were preoccupied with other things. No matter. There were others to sell to.

It was time to contact the Brakiri. They would not want his heavy baseships, but Marxis had other services to offer.

...and in other news, shares of the Marxis Corporation skyrocketed by three hundred percent as the Dilgar Confederacy finalized a deal for five hundred trillion galactic credits as a downpayment for Corporate Sector warships. Along with the Centauri's two hundred and fifty trillion and now the five hundred trillion dollar transfer by the Hurr for construction of new warships, the Corporate Sector will quadruple its quarterly dividend and has broken its own record for quarterly earnings. "The esteemed Emperor Mollari II has pursued the construction of a kinder, gentler Centauri Republic, but some nations will never want anything but war," Reefa began.

"Very true, Reefa."

Everyone turned to see who had interrupted the Centauri nobleman. Londo stood at the entrance of the chamber, in full imperial regalia. Reefa glared at the emperor, all too aware of the fact that Londo had come to steal his thunder and would succeed.

"The recent attacks upon our mining and manufacturing facilities prove that the Dilgar will never be peaceful so long as Warmaster Jha'hur remains in power," Londo said, walking down into the center. "I have followed the human wisdom of preparing for the worst even while hoping for the best. The 1st Expeditionary Force has been reassembled, and is ready to move. The Dilgar responded to our embargo with acts of wanton aggression! We cannot let this go unanswered! I come to ask the Centaurum for a declaration of war! It is time for the Lion of the Galaxy to roar once again!"

It didn't take the Centaurum long to make their choice. By a unanimous vote, the Centauri Republic was going to war with the Dilgar Confederacy.

...President Marxis's attempt at forging galatic peace has shown itself to have failed even more spectacularly than was first thought. Reports have come in stating that the Dilgar have used the ships they purchased from the Corporate Sector to wipe out the Centauri colony on Jodan II. The death toll stands at aproximatly 1.4 billion Centauri citizens.

Emperor Mollari made a brief statement today, saying that the Dilgar Confederacy and especially the warmaster would regret what they have done to his people. He added that he is personally stunned that President Marxis believed arming the Dilgar would stimulate galatic peace, and that while he intends to pay in full the debt to the Corporate Sector, he will not likely buy anymore Corporate ships any time soon...

"We cannot allow this to happen..." said Delenn, watching over the report brought to her. She stood before a small dias, setting the crystaline sheet down. "A new aggression by the Dilgar? Fueled by the arms of the corporate humans?" she asked, turning to face a temple acolyte.

"Regarding the most recent events in the Galactic Center, the Minbari Federation is shocked at reports of planetary bombardment, killing millions of Centauri civilians. The Minbari Federation demands the cesation of all forces, and the surrender of this fleet within one standard month, or we will become involved..."

Lennier adjusted his posture a little, as another Minbari stepped in from the doorway into the council chambers.

"...We will become involved in a manner... in which the aggressor will be harshly punished by the Warrior Caste: Swiftly, and without mercy." spoke Nimune Starrider, looking plainly upon the Dilgar representitve.

Krull frowned as he listened to the Minbari declaration. Kullenbrach would never allow Minbari ships to come that close to Brakiri space, but the time was not yet right to bring the fight to the MVB. There was only one way to resolve this, and it should have been done long ago.

EarthForce released this footage of the Terra-class carrier EAS Jord departing the Mesopotamia Six space station, having completed it's transfer of new starfighters to the space station. These fighters replace the venerable but now-obsolete Starfury fighters which were once the mainstay of EarthForce might.

In other news, following the attacks on the Centauri Republic, President Alshain publically announced his support for Emperor Mollari, and promised economic aid for the Centauri should they request it. President Alshain did not specify whether the aid would be in the form of low-interest loans or grants, but unspecified sources within EarthDome suggested that it would likely be in the form of large grants. The President and the Senate have both issued statements condemning the attacks on the Centauri, labelling it "a blatant display of contempt for sentient life."

Following up on the Nocalo situation, millions of Yolu citizens requested political asylum within the Earth Alliance, claiming that the government which claimed to represent the Yolu and was sweeping the smaller colonies, was in fact a Corporate-controlled puppet that would punish the Yolu for having maintained ties with the Earth Alliance. The CDT, in an uncharacteristically swift response, issued a ruling granting political asylum to any Yolu citizen who requested it.

At last count, all available Earth transport space was filled with an estimated one billion Yolu, who are at this point en route to an unspecified Earth Alliance colony, escorted by the EarthForce starships which had until recently remained in the Nocalo system. All but one Yolu planet are now under control of the People's Yolu Republic, and those who were forced to remain behind on the planet for lack of EA transport space vowed to defend the planet to the last against "any aggressor, Yolu, Human, or otherwise." Fragmentary reports suggest that the Yolu have prepared to institute "scorched earth" policies should their planetary defenses fail.

The Dilgar representative rose to his feet.

"I have a statement to make. Then I will respond to the comments of the Minbari delegation.

Sentients, the Centauri Republic is the aggressor here. It was their declaration of war, delivered with all their characteristically imperial pomp and pageantry, that led us to this day.

We are in a declared war with the Centauri Republic. It was not of our choosing, but the Dilgar will not hesitate to protect ourselves from imperialist warmongers.

The Centuari leadership should have considered the well-being of their citizens before starting an interstellar war. Sadly, they did not, and now millions of their people lie dead of a war not of their own choosing. I am surprised that we have not heard calls for the Emperor to step down from his ambitious rivals, as the political repercussions of this failure to safeguard his people must be immense.

The Dilgar will not be made scapegoats for the Centauri leadership. We are doing what is necessary to turn the Centauri back from our borders and hindering their capacity to make war upon us.

I'm sure Emperor Mollari would love this Centauri War to be a glorious collision of battlecruisers in deep space, with no Centauri casualties and the complete obliteration of the Dilgar. The reality is not nearly as romantic.

Vir was on his feet before the Dilgar ambassador had completed the act of sitting down.

"I would like to remind the Council that the Centaurum's declaration of war came in response to a Dilgar attack on us. On our unarmed orbital shipyards and remote mining ships, to be exact," he said. "These attacks came as a result of a multi-nation embargo that the Centauri Republic orchestrated. However, an embargo is not an act of war. Only a savage and warlike race would see it as such.

"Emperor Mollari has worked tirelessly to reform the Centauri Republic, to move it away from its more imperialistic roots, but no one could ignore the Dilgars' actions forever. They disrupted the galactic economy for no apparent reason. They have proven themselves over and over again to be a brutal nation with no regard for sentient life. We imposed economic sanctions and they replied in the only way they seem to know how: with guns.

"We had hoped that even if the Dilgar had not grown a sense of morality they would have at least have gained some common sense and learned how the galaxy would react to their acts of savagery from their attempt to conquer the Narn and restrained themselves from acts of genocide.

"We were wrong. We were wrong to have believed that the Dilgar would have learned a lesson from the recent past, and for many, many nights to come our foolishness will haunt the leaders of the Centauri's dreams.

"The Dilgar ambassador tries to stand here and be intimidating, but we are not fooled. The Dilgar Confederacy is a paper tiger, undoubtedly standing on the verge of economic collapse. The Centauri Republic and her allies will emerge victorious and we will bring the Dilgar Warmaster to justice.

"I only hope the Dilgar leadership has enough sense to surrender before this becomes another galactic war and the oppressed citizens of the Confederacy suffer as they did in the closing stages of the Narn-Dilgar War."

As soon as Vir took his seat, Ta'Lon stood up, taking the spotlight before the Dilgar ambassador could respond.

"The Narn Remnant agrees with the Centauri Republic regarding the Dilgar issue. For too long have the Dilgar been the aggressors. Their blatant disregard for the safety of civilians and of others is a hallmark of their destructive, warlike culture.

"Even now, Dilgar spies have been infiltrating the highest levels of Narn command, stealing data from census reports and who knows what else. Our countermeasures have only been partially successful in stopping these unwarranted attacks.

"Most recently, the Dilgar have launched an unprovoked attack on our world in the Oleng system, capturing it and putting it to use for their own purposes, and we have recently destroyed at least one of their gate-crasher vessels, who, we can only assume, were attempting to cut us off from the rest of the galaxy.

"The Narn Remnant regrets that it will have to join the Centauri in declaring war for the second time on the Dilgar."

At this point, a tall, narrow, insectoid figure stepped into the M6 council chamber on its four hind legs. Its forearms were spread in a rough approximation of a humanoid greeting.

"Your world in the Oleng system? There are two Narn worlds in the Oleng system. One of them is currently held by the Dilgar as you have stated, and the other is held by the Brakiri. And yet you have not spoken up about that. Did you hope that the galaxy would remain unaware of their plight?"

Its voice was unnatural, and discordiant, yet the words and inflection were perfect Earther.

"Forgive my manners. I am Ambassador Fala'andu of the Shadows. I was chosen as Earther culture and history were hobbies of mine before the last Vorlon war. Since we Ancients now find our traditional roles reversed, I am here to speak and build common ground among the younger races."

Ta'Lon's calm demeanor was merely a mask over the icy cold stone of rage deep in his gut. "Of course we care about the plight of our people. Unfortunately, freeing them from the shackles of the Dilgar, your allies, is proving difficult due to the fact that the Dilgar crashed the jump gate back to our homeworlds. A fact, I imagine, you are well aware of.

"We trust the Brakiri with the administration of our other world in that system. Due to our now extreme distance from Oleng, it is a welcome relief for us that they are gracious enough to do so. I am sure that once the jump gate is restored, the Brakiri will return our colony to our control unharmed.

"Of course, if the Shadows wished to help facilitate the liberation of our world in Oleng - and I stress that I mean the world captured by the Dilgar - we would be...most grateful for their assistance."

The Hurr representative comes to attention.

"Our officials are working closely with the Corporate Sector monitoring the current situation. President Marxis sends his regards, and hopes that galactic peace will prevail. He was saddened and shocked by the loss of a billion Centauri lives, but as the Dilgar representative has mentioned, Vorlon warships have as much if not more blood on their hands during the last Dilgar War where an entire Narn planet was annihilated."

"The reality is, that despite the horrendous casualties, this is a regional war. The Brakiri war machine has not invaded Minbari space. The Centauri, Narn, several isolated planets in the Kokkar sector belonging to the Corporate Sector and the Dilgar are between the two most powerful war fleets in the galaxy."

"If the Minbari send an expeditionary force, the Brakiri sends their own. We will be in the midst of a galactic war, more brutal than the last. Every single major power will be dragged into the Dilgar-Centauri war and the galaxy will be plunged into chaos."

"President Marxis believes that the conflict will resolve itself. The Centauri have sufficient arms to defend themselves. As do the Dilgar."

"Any Minbari armada must pass through Hurr and Yolu jump gates to enter Centauri space. We will not allow hundreds of Minbari and Brakiri warships to turn our space into a galactic no-man's land. A war between the two superpowers will cripple interstellar and regional trade in the Yolu and Hurr home systems."

"If the Minbari meddle in this conflict, there is potential for uncontrolled escalation. Not even the Corporate Sector or the Earth Alliance, interstellar powers far closer and more greatly affected by the Centauri-Dilgar war, are thinking of intervening at this stage."

"Therefore, we have graciously accepted President Marxis's offer of eighty warships immediately to our home system. As well, President Marxis has agreed to give the Hurr-Yolu Republics--"

The Yolu representative takes a breath.

"--three hundred and eighty warships to protect our right to control our space, either from Minbari or Brakiri. We warn the Minbari to respect our sovereign right to control our space and not to escalate the Dilgar-Centauri situation into a galactic conflict. The warships will be crewed jointly by Yolu and Hurr and will defend our space from any incursion. Minbari or otherwise."

"Minbari and Brakiri ships of war are forbidden passage through Hurr or Yolu jump gates or usage of our hyperspace beacons. We ask that the Brakiri and especially the Minbari respect the Interstellar Law of Space."

Kullenbrach watched the Hurr representative's speech over relay. He didn't particularly appreciate the man's tone, but it was no concern. The Brakiri didn't want a war with the MVB, not yet. And when they did, a few hundred obsolete warships wouldn't be more than a minor speedbump. In the meantime, he had to assume a Minbari fleet was already on the way, and that a few hundred ships wouldn't stop them. There was work to be done to prevent that, and fast.

"Can't these foreign tubs move any faster?" Admiral Vladimir of the Centauri 1st Expeditionary Force demanded of his flagship's captain.

"No, sir," the captain of the Lion responded. "They are moving at maximum speed."

"ETA is only twenty minutes, Admiral," the navigator added.

Vladimir was about to snap at the navigator, but the comm. officer suddenly shouted, "Distress call from Thessin X! The defensive forces and orbital ship yards are under attack by the Dilgar fleet!"

The admiral swore. "Inform them that we're en route and tell them to hold out for as long as they can."

Twenty minutes later...

The last of the Centauri vessels surrounding Thessin X, both military and civilian exploded under the assault of the Corporate particle cannons wielded by the Dilgar warriors.

The Dilgar fleet moved in for the kill. The closest of their warships unleashed a few blasts as the rest drew into position.

Orange vortexes opened as the Centauri expeditionary force emerged from hyperspace.

"Dilgar ships are withdrawing," the Lion's tactical officer reported. "Heading for the Valusha gate."

"Pursuit course," Admiral Vladimar ordered. "I will not allow an enemy armada to enter the same system as Centauri Prime."

The Centauri force caught up with the Dilgar mere moments before they could make it through the gate. The Centauri fleet had more ships, and both the Brakiri Black Sabbaths and Centauri Kraken-II's were superior to the Corporate US class ships. They took casualties, but in the end, the war fleet Marxis had so unwisely sold to the Dilgar was destroyed.

Vorlon Home world...

An ancient vorlon gazed over the shipyards from what would be the vorlon equivilent of an office discussing plans with a new ally. He was disturbed by the appearance of a relatively young vorlon.
"The process goes as planned. Only minor setbacks." said the younger vorlon, waiting patiently for it's elders response.

"The two new fleets are small but the first section of them are complete. Once our own space is secure we will be ready to move."

"How are we to address the Dilgar? They continue to want trade from us."

"We do not need them. If they wish to continue to recieve any benefit from us they will have to earn it. So far they have done well in what we have paid them for but they invite their own doom."

"Marxis? What is to be done?"

"That is up to Earth. He is not our concern unless he makes himself one."

"What of the Minbari and thier...threats of intervention in the galactic conflicts?"

"They have not asked for our help. They do not need it."

"Would we give it if asked?"

"We would, but they have not. For now we have another, more unlikely ally to help." the younger vorlon knew better than to inquire further. "You may leave."

When the messenger had left the elder vorlon turned back to his ally, unsure for a moment he was still present. Moments later the ally materialised before the vorlon. It chittered unintelligably to most species.

"Yes," agreed the vorlon "we will deliver the wrath of the ancients. Come, let us discuss our plan..."

Kullenbrach breathed easier. With the Dilgar fleet destroyed by the Centauri, there was no reason for the Minbari to poke their bone-heads into this part of space. Perhaps they should take out the Dilgar's orbital shipyards too, just to make sure. Kullenbrach needed to discuss this with the other leaders. "Send a request to Mollari and G'kar. There are things we need to talk about."

The Dilgar, the imbeciles. The United States were good, but not good enough to defeat Centauri or Brakiri weapons, especially when outnumbered. And now the alien menace was more powerful than ever. He'd have to take a more drastic approach.

"The contingency plan," Marxis said. The aide nodded and pushed a manila folder across Marxis's desk. This was unexpected, but planned for. He opened the folder and skimmed the document.

The Marxis Pod, a ramming vessel loaded with explosives. Minimal life support and amenities, designed to impact and explode within an alien hull. Three would destroy any warship currently fielded by any alien power. Five would decimate even the most advanced juggernauts. But kamakazie ships were a second option. The ships could be completely automated, but Marxis hated the idea of taking people out of the loop, and transmissions were easily intercepted or jammed. And crews were damn expensive with families who paid taxes. Who in society wouldn't be missed?

Of course.
"The Corporate Sector has a responsibility to its shareholders. The Dilgar
will be expected to continue payments as long as they are able to repay their three trillion dollar debt."

"However, the Corporate Sector understands the dilemma facing both the Dilgar and Centauri governments. Therefore, the Centauri and Dilgar may suspend their payments to us until the end of the current crisis. With the defeat of the Dilgar navy, we hope War Master Jha'dur and Emperor Mollari will end this conflict with an immediate ceasefire."

That would shut up the sheep. Now to feed the wolves.

"On the domestic front, the Corporate Sector has begun a massive expansion program. Seventeen colony ships are slated for completion at the end of this quarter. They will colonize every world currently under Corporate juristiction. As well, new colonization technologies will allow our flag to be planted on forty different worlds over the next two years."

"As well, today the Board of Governors has unanimously agreed serious measures are required to prevent alien infiltration of our borders. Alien warships are centuries more advanced and even the most powerful of our warships cannot hope to compete with alien technology."

"However, the Corporate Sector will protect you and your families. There are nearly five million criminals, rapists and murderers, leeching your tax dollars and contributing nothing to society. This ends, today."

"The enemies of humanity will be slaved to master computers to pilot a new weapon developed specifically to counter the alien threat. They may have used their minds to attack you and your loved ones when they were free, but now criminals will repay their debt to society with their most precious possession-- their souls."

"The Terra Imperia class are three months from delivery."

Marxis smiled. The Terra Imperias, despite their name, would not be an all conquering force of mighty warships. They didn't stand a chance against Brakiri, Centauri, or god forbid Minbari warships. They would be sold to the Hurr and Yolu. War by proxy was still an effective, if more difficult to execute plan, in the age of interstellar travel.

Marxis stared at the strategic map. The Vorlon and Minbari Empires, in their little corner of the galaxy, and the Brakiri in the other. And mankind caught in the middle. Alshain's precious Mesopotamia Five, staffed with bureaucrats and politicians, looked pathetic compared to the intelligence reports of hundreds of Minbari warships, each one advanced enough to destroy several Earth Alliance or Corporate vessels alone. And reports were trickling in of Vorlon and Shadow warships of unbelievable destructive power.

Staring at the small model fighter he'd piloted during the Dilgar wars, Marxis wondered where the days were when battles were fought between single men, seeing each other's faces before the death blow. Now wars were decided by mighty weapons in heaven's garden, with no regard for honor or dignity. Billions, millions of aliens had killed one another. The more dead aliens the better, and mankind's hands so far were clean of atrocity, but one day one of his Captains would make a mistake, or a hot-triggered Earthforce Captain, and humanity would be as bad as them, as bad as the Vorlons or the Dilgar, mass murderers of aliens. And that would be one step away from self-annihilation, genocide.

Marxis' generals had screamed when the Senate broke trade agreements, saying they could wipe out the liberal politicians with one jump into Earth orbit. The generals had screamed when Marxis sold the obsolete warships to the Centauri and Dilgar and scrapped the entire fleet, leaving the Corporate Sector defenseless. Marxis finally had enough of their screaming and executed them for treason, but if his closest advisors did not understand him, who would? Perhaps Vera, his left-hand in all things, but Vera was just one woman and the two of them together could not defeat the alien hive mind.

Maybe it didn't have to be that way. Marxis traced the jump gate network with his fingers and smiled. No, it didn't have to be that way. The humans and aliens could co-exist. In a way. Marxis cradled the model fighter, the Earth Alliance Medal of Distinction given to fighter pilots who reached ten kills, and crafted a new plan in his head, one which would guarantee the safety of mankind, forever.

"Get me research and development. And get the Board in." Marxis was surprised it took him so long to think of this. It would take several years to prepare, but when his men were ready, they would rid themselves of the alien threat to human life for all eternity.

"The Corporate Sector, after careful consideration of galactic economics, has decided to reapply for membership in the Mesopotamia Six Council due to the greater galactic stability afforded by extended Minbari protection of trade lanes."

"However, the Corporate Sector has noticed the Earth Alliance maintains a large colony in Cooke space. For Mesopotamia Six to be truly neutral ground, no star empire should maintain a sizeable colony there."

"The Corporate Sector is the only non-aligned interstellar power. We would consider purchasing the colony from the Earth Alliance and paying for the cost of transportation and resettlement of the displaced citizens ourselves."

"If this is unsuitable, the Corporate Sector would also agree to permission to establish an outpost in Cooke."

"As well, we are drafting legislation for a cessation of hostilities between the Earth Alliance and the Corporate Sector. At the very least, our ambassadors require Earth Alliance friend and foe codes so their warships do not fire on our diplomatic couriers."

"At the same time we are pleased to announce formal embassies in Corporate and Brakiri space. An entire planet will become sovereign Brakiri territory, and vice versa. This will maintain high level communication between our respective powers regardless of jump gate disruption."

With a war on, Londo found that his workload had all but tripled, even in the brief lull that was ensuing in the wake of the Dilgar's Corporate designed fleet.

But there was still more to do than just work on running the war.

"The Corporates have applied for readmission into the M6 Council, Londo," Vir said.

"Interesting," Londo mused. "There are only two motives for doing so that I can think of, knowing Marxis as I do. One is that it is part of some grand scheme. The other is that Corporate military power is declining despite Marxis's best efforts and he has to turn to diplomacy. I would suspect the former, but the latter is possible."

"So what should I do, Londo?" Vir asked.

"For now you need do nothing," Londo said. "Despite all the talk of neutral ground, M6 is the Earth Alliance's house, so this is Alshain's problem."

"I suspect the EA will put this up to a vote, though," Vir warned.

"If they do, we will see how the rest of the council reacts before deciding ourselves," Londo said.
