Can those points be spent to increase productivity inside our own nations? I have a rather large land area for my actual power level. If I could spend some points to put more land under cultivation inside my borders, that would be more useful than trying to invade the wilderness, or someone else.

As for using RPs to improve your own territory, Thirdfain and I will have to work something out. I'm not entirely opposed to it, but I think there should be more of a focus on actually going out and conquering places in order to build up your resource base, rather than just sitting pretty and slowly turning yourself into a grand power, while everyone else is out setting their troops on the line for it.

On the other hand, if you want to have little to no military buildup, it only means your neighbors will outbuild you in the short term, so it may work out.

Barbarian doesn't mean primitive lunatic you know. There were any number of 'barbarian' cultures that were actually rather developed. Really the term barbarian was used primarily as a way simply of denegrating societies not part of the Mediterranean clique.

I would be inclined to say that yes, you are allowed to use them to improve existing troops, though we would ask that everyone please use some discretion in doing so, as having troops with 20 points of power will quickly become silly ;)
I'd guess that the soft cap on quality would be between 2 and 4, depending on the circumstances. A single warship, for instance, might noy see much improvement beyond 2 regiments. Heavy Cavalry might drop off somewhere at 3 and Infantry and mounted archers might exist somwhere in the 3 - 4 range.

I suppose there could also be hyper-elite all mage units; Spellswords, Magi Cavalry, etc. which might exist in the 4+ range.

I have free will, and because I have people in the same room as the emperor, I have a vested interest in what you are taking into that place. You see I don't know that they're in council because that would be Meta-gaming. What I do know is that I'm sending Envoys every which way because my people are unsure of what to do next. What I do know is that Aly has no impetus to but in on my discussions with a guard, no more than he would have to talk to two lovers walking down the street of Cyprus (unless one of those lovers is in fact HIS lover, but in this case I assure you no such bond exists in anyway.)

I may not have such impetus personally. A sentient dragon who happens to be bored just might. You have to separate me from my characters.

For the same reason a cop might pull you ovver when he is bored, so may a dragon who is also technically a bodyguard check your stuff because HE is bored. Or the dragon could be suspicious of someone who bumbls up directly to the a palace gate with covered packages and seeks audience with an emperor.
