You said it yourself: state functions. Diplomacy fits that bill, doesn't it?
Depends on who you're talking to really. A formal audience with the king, royal family, or older family councilors. Anything less would probably conducted in Sindarin. It really is an ornamental language for them,

Sorry, I really don't mean this as hassle to you. It's mostly just one of the social quirks I've got in my head but haven't committed to the board yet.

I'll assume he'd speak servicable Quenya and good Sindarin.

Since my current OOB has yet to be ratified, I suppose it wouldn't be too much trouble to change my nation? (The idea of Chaos initially applealed to me, but after re-reading it it just didnt sound right..)

It's not a hassle, it's free +++ posts for Pablo  Anyway, I'm sure everyone has little aspects of their society that they haven't put a label on yet. This is why we have the edit button.

It's late, and I will be addressing multiple points tomorrow after I get some sleep, but until then, I'm going to have to request that everyone tell me where they are focusing their intelligence and counter-intelligence operations via email or PM. This is something I need to know so I can determine how likely you are to detect various covert ops coming from various sources.

I have 60 combat ships. I spent 15 regiment points on them.

Only if you count wrong. 20 point navy. 15 point army. He listed the points that each group took up, not the strength of each regiment.

Note:

I'm going to be raising one new legion and using anothe to train them (making that legion, the Iron Warriors a 3 pt legion itself). I'll note that once they're done.

Scrap that last. They'll be 2.5 and the last a small squadron of new ships.

To Recap:
Thirdfain wrote:Ok, here's how new units work. The year is divided into 4 seasons. We are starting on the spring of the 670th year since the fall of the Reman Empire.

You gain a certain number of points to spend on training troops at the start of each season, and those troops can come into play at the end of the season. You can of course hold points over from one season to the next.

Here's the drill.

Grand Powers get:
4.5 points to spend per Summer.
3 points to spend per Spring
3 points to spend per Fall
1.5 points to spend per Winter

Medium Powers get:
3 points to spend per Summer
2 points to spend per Spring and Fall
1 point to spend each Winter.

Regional Powers get:
1.5 points per Summer
1 point per spring and fall
.5 per winter.

We realise that not all nations even have winters, but even then, they have growing seasons, and have to work around that, so we'll make the system universal for simplicity's sake.

Any new territory conquered will add to your productivity across the board, for an ammount to be decided by T3h m0ds
Also note that points can go towards improving existing units and replacing losses from combat to existing units.

Is that green one south of Germany me?, if it is I'll have to change my OOB to reflect the fact I have a coastline.

Hey Dahak, question: If you've got mountains all the way to your coastline and all the way along it, how in blazes do you have serviceable ports? That should be one craggy coastline.
