Well a GTA: Washington DC (or surrogate GTA named city) is an obvious choice. Amazing set pieces, a good variety between the captial hill area and the "bad areas" of town. Missions like getting rid of a hooker's body for a senator, shooting a politician at a rally with a paintball gun to "give him a message", breaking into the Pentagon.
But I think a 1950s-1960s era set in Texas with a Dallas like city, an air/army base and lots of little towns. You can cram all sorts of Red Scare stuff in, have muscle cars, and Tommy Lee Jones-esk sheriff.

I say we can bring back the Zaibatsu Corporation from GTA 2 if we're going to do Cyberpunk, either in Japan or North America, and they could be an amalgamation of a Yakuza family and Omni Consumer Products, with their impressive corporate buildings and officially sanctioned private security force. In the surprisingly good looking Saints Row 2 we have a OCP-style evil company called Ultor who like OCP have bought out the police and modernizing a backward, rundown city for their own commercial needs (Ultor were originally a Weyland-Yutani/Con-Amalgamate style evil company in Red Faction).

Not necessarily; Con-Amalgamate was not only the antagonist organization in the underrated Outland, but was also referenced in an earlier unrelated movie, Capricon One, as a dodgy contractor that supplied NASA with a substandard life support unit. Weyland-Yutani has also been referenced in several Joss Whedon shows unrelated to the Alien franchise (in Firefly a W-Y logo was seen in the electronic sights of a AA cannon). Yeah I read about RF3. Supposedly if you take out and outpost, after some time passes another outpost is build but is moer durable than the last. I wonder if it'll truly have a total destructible environment.

I doubt it would be a completely destructable enviroment, only that the buildings and other structures can be teared apart with heavy weapons. I dunno, no one has complained about Mercs 2's ability to crash helicopters into target buildings to take them out. As long as the next GTA is not set in Liberty city, I don't see a reason not be able to take out buildings.
EDIT: Personally I don't see a problem with it at all, but doing it in Liberty City would cause the talking news heads to explode.

I just have this thought of using an umlimited ammo cheat and place det packs on all four walls of the outpost and then blow it up. Or if you can drive a vehicle then put some detpacks in it then drive it at the building, jump out and then blow it up.

Would you agree on a GTA style game that lets you drop a nuke on a fictitious Japanese city? Or a Pearl Harbour style attack? So forth... Personlly, I wouldn't mind doing these things just for the sake of being able to do it and not be uptight about it. You know, I doubt there'll be a recreation of the attacks complete with twin towers, giant burning holes in them, people jumping to their deaths and killing firemen. Yeah, a gleefull recreation of 9/11 attacks would be in pretty bad taste, especially if the game went "Ha ha!" to top it off, but blowing up random skyscrapers? Please. Of course, if by "it would be in bad taste" Big Orange meant "people would throw a fit", in which case I'll say that yeah, it's certainly possible.
BTW, games like HoI 2 or Supreme Ruler already allow you to nuke Japanese cities as much as you want

Pipe dream at best, but how about Grand Theft Auto: The World? Different cities around the globe, countless missions in each town. You garner more heat from gangs and the police in different countries and then cities, depending on crimes you commit and affiliations you form. You can eliminate witnesses to crimes, attempt to bribe the police, do jobs for rival gangs.
Different ways to travel to other countries, boats, planes, maybe even pull a Matthew Webb and swim the English Channel.
System like that in Fallout 3, choose different skills to train as you grow up, then develop more in the actual game. Maybe you start the actual game with a Pilots license, registered gun owner, various skills. Develop more and more contacts, earn favors over the course of the game, exchange a ride to Panama for smuggling something into the country maybe.
Just some ideas, probably won't happen, but it's fun to dream.

There already is a game where you can drop nukes on Japanese cities. It's called Civilization. This guy called Sid Meier made it.
