How do you lock cells in Excel?

E.g. I have a column or row that I always want to display (like the name row) no matter how far I scroll down or left/right.

What's the technical term for this?

I think you can do this with split viewing panes. Just above the vertical scrollbar, and just to the right of the horizontal scrollbar, you should see two little widgets that you can click and drag on. For example, for your name row, you'd use the horizontal pane splitter (the one just above the vertical scrollbar) such that the top pane included the first row with the names, and then the bottom pane would let you view the rest of the spreadsheet.

just click the cell or line underneath the one you want to always see, then
select the window drop down-->Freeze panes
