Good mapmaking programs

I have been drafted to create a map for a ggroup, and I would like to know what are any good map maker programs. I am willing to pay (shock) about 50 dollars at most for this. So deos anyone at SDN have sugestions?

You are short on details on what you want to do and on money in which to procure software.

MapInfo or ArcView (but those costs a whole lot more than fifty bucks...).

Are we discussing map for say a D&D campaign or such. If so there are a few out there but need more info in which to point you.

The map maker that I am looking for is more of city maker map, for a semi real time combat simulation (think the classic big boards for WW3) I would be able to get around 50 dollars more, after disusing it with the social studies people. The map is intended to be a sort of actual positions for army units.
