This one's a Sim City kind of deal, where you have to build up struggling communities, but also plan for an imminent disaster of some kind.
The tsunami one's pretty easy, just so long as you don't build everything right by the coast, but the others require some thought as to where you're allocating your money for reinforcing the buildings. On the first times that I played them, virtually everyone survived, but I ended up with a huge amount of property damage, and big fat "FAIL"
